Really because I see top tier prem verhicles used by lvl 50-100 players and still act one spawn quit anyway.

Here is the ugly reality - Although I agree with you here is the epiphany of the obvious:
- Premium pays the bills
- Gaijin is a company
- Companies are in business to make money.
If you get rid of Premium and the “Wallet Warriors” the only way you can sustain the game is eliminate play for free. Then, to maintain profit, one would have to start making it subscription based, and pay for the game similar to what Bethesda’s Fallout 76 does - Buy the game, then pay a subscription to play it on closed servers, and then make additional income from micro-transactions. I would hazard a guess that the immediate effect is the player base population would take a major hit. Then you wouldn’t have anyone to play with.
I like the idea of reducing SL payout based on activity, but really what else can you do? I think that the Dev’s have to do more to support squadron based play, of which they have been ignoring. Because when it’s all said and done those of whom that are really causing the problem are Premium driving Rando’s. You almost never see Squadron members pull that nonsense.

Put low-levels rank 6+ in a separate queue from everyone else, and remove all rank 6+ premiums.
That would never work, for the reasons I stated above. Although if you coupled that with BR decompression, and then packed low and mid tier only with premiums, while then only allowing the last two tiers to be grind-only, that would be feasible as a business model.
However, that would be a major game overhaul and Gaijin would have to have a reasonable cost-benefit analysis that would justify investing that many man-hours (money). In other words, a company is not going to spend money to overhaul their structural business model unless the change both pays for the investment and yields more income, which it would not. So what you are proposing will never happen.
There are PLENTY of rank 6+ premium players to fill queue slots, and not only that, they’d be more likely to stick around since they’re not fighting lvl 100s with thousands of hours.
Your idea would not change the game because if Gajin don’t put premium in rank 6 then Wargaming will fill the gap anyway.
Gaijin cannot force players to spawn twice.
Blaming devs for players poor choices isn’t helpful; neither is blaming the players for that matter.
That’s a good way to end War Thunder. Punishing behavior is not how you provide a healthy game.

You don’t play a lot of top tier battles. I see lvl 50-100 in prem Soviet tank T-80U-E1 quit after being kil so they have line up but decide to quit instead to play further.
Top tier is a joke, exactly because of this.
Easy solution, don’t allow anyone into top tier GRB unless they have atleast 3+ rank VIII vehicles.
People can still buy premium vehicles, exactly like top tier air, but without ruining the game for everyone else (same as air, since you only have 1 spawn).
Right now top tier GRP is just a battle of who has the least amount of 1 tank walletwarriors on their team
The only way to fix it is Skill Based Matchmaking. It literally solves all of our problems.
Seal clubbing at low tiers will be gone for the most part, since the only reason people seal club is to pad their stats.
Wallet Warriors will be largely unseen, since most Wallet Warriors have zero skill and have terrible stats.
There will theoretically be more equal matches, with less chances of being spawn camped by seal clubbers in the first five seconds.
There is no downside except the sweaty tryhards and seal clubbers getting mad they cannot prey on people just trying to grind.
You are not entitled to anything.

Be thankful players fund your game. And no sane person gonna free grind whole tech tree for months or years with ww2 s-boxes to reach tanks they want

you can theoretically reach top tier sweden well before level 50.

Those players are the exception, not the rule.
If you play a single tech tree, you won’t be getting a lot of levels.
Level 50 is just ~4.8m RP.
And on the flipside, you have people like me who are like level 65 or sth 710 hours of gameplay without unlocking a single end-of-line vehicle because of focusing on WW2 brackets.
Levels are pretty much irrelevant beyond “I collected this many vehicles.” where level 100 corresponds to about 2 full tech trees or equivalent.
My calculation according your xp means that you need every battle a victory+premium account+booster xp pack.
Levels are 1:1 RP acquired (with modifiers) according to my tests.
Since time was not defined in the statement, how and how quickly you acquire that RP, I don’t see how premium/boosters make an impact.
Getting 5m RP over 4 months or over 2 weeks is the same level.
