The idea for TO mode would never come in the future because with the recent package in the shop consider 99% air and 1% ground verhicle show that Gaijin would never implend TO mode at all.

Thats entirely random justification.
It will never come because they will not be able to sell more premium attackers.
Those are worthless in air battles and just delete ground battles. If TO gets added nobody will queue up to get exploded by the premium CAS.
