There are a number of policy elements which simplify the process of depicting a vehicle in game, including the use of gross horsepower instead of net hp. Accurate net performance figures are much harder to find, so as a rule of thumb all vehicles in-game accelerate faster in a straight line than they do in reality.
Engine rpm governors are included, as they are integral to the near-correct depiction of vehicle performance that we have.

should early Shermans catch fire as soon as anything penetrates because they run on aviation fuel, which is extremely volatile, and me163s should have 16k feet minute climb rate reaching 39,370ft in 3.35 minutes. early T80s should have weak turrets do to production flaws. mig 19s should catch fire and explode as soon as after burner is lit. mig 23 should start falling apart after mach 2.35 early mig 23s should have engine problems. KV1s engine should overheat more often in game due to being overworked. under stress of high speed crusader tanks engine should start to work itself apart. british crews should take more spall damage due to lack of proper protective gear.
engines of churchill where prone to break downs. sherman fire fly should be slower to do things cause of the cramped conditions becaus of the 17lb cannon. cromwells should take longer to repair because of complexity of componets. valentine because of inefficient crew placement should have longer reload and targeting time. matilida had a weak gearbox because of strain and should break down a lot

No, the crankshaft hp and rpm are irrelevant because in a Tiger II Sla.16 without the power take-off gear fitted then the engine and gearbox would be disconnected!
Indeed and I can definitely understand the point you want to make, but at lot of vehicles have complex transmission systems so imo the Diesel Tiger should keep crankshaft power like all other ground vehicles do currently.
There is a huge rabbithole you can go down with gross hp, net hp, regenerative steering, torque converters and all that jazz but I definitely see the reason they haven’t done this so far.
The best example I can give of a vehicle with an engine output gear reduction is the Chieftain tanks. This practice already exists in-game and should be applied to the Sla.16 to maintain balance.
I’m sure there are other vehicles in game which either do, or should have, an output gear reduction.
680 ps @ 3000 rpm is the correct gross hp figure for the Tiger II (H) Sla.16.
For gameplay purposes, the ingame one can be one of those 18%.
The mid-WW2 Heavy Tank tank with 100mm of flat armor that faces M46s, Bkan 1Cs, 2S19M1s, Object 268s, MILAN ATGMs among other things doesn’t need nerfs.
Actually, I would personally prefer it to be governed indeed, if it meant a drop to 5.7 so it can be on a lineup with the other Tiger Is- but I fear they would just nerf it and keep it at 6.0 anyway; and we will be lucky if the H1s don’t end up at 6.0 like many people try to push.
Perhaps you are not aware; there is only one continuous production run of Tiger tanks, being at various points named VK45.01, H1, H, Tiger, Tiger E, and variations thereof.
The 18% of Tigers produced up to May 1943 almost exclusively consists of the H1s, with the E first being seen handwritten on the March 1943 handbook.
Arent the Cromwell (and probably other) tanks treated as if they have no speed governor installed? As speed governors are (generally) installed to ensure reliability and reduce wear, that isn’t something we need to concern ourselves with.
