In This context it’s Anti-Radiation Missiles, examples of this would be missiles such as the AGM-45 Shrike, AGM-78 Standard-ARM (ST-ARM, air launched conversion of RIM-66 Standard missiles) AGM-88 High Speed, Anti-Radiation Missile and AGM-112 SideARM (converted AIM-9C, used by Harries and AH-1 ) at least for US airframes these would start with a Pair or two at 9.0 / 8.7 with the F-100D / A-4B at the earliest.
(useful) Russian systems would start and end with the KH-58 which have comparatively very limited carriage to specialist airframes for the most part.

Is GRB i use it now to clean up SUs and Helis I can barely bother with tanks being the Panstur exists only way i can come close to killing it is JDAMs less than 3km
A2G ARMs don’t even the playing field and I’m not sure what makes you think that they would
A Pantsir won’t care about an incoming ARM, but most other SAMs do have to worry about not just ARMs, but all other kinds of incoming missiles and bombs as well
The Kh-38MT isn’t matched by an ARM either, they don’t even serve the same purpose

If you come face to face and it shots first yeah, you’re more than likely cooked but most times I see it first I win. But yes, TKX and Type 10 are the last tanks to rely on armor

No, they can be detected with radar and EO/IR but they don’t emit anything themselves

If it’s not APFDS or a round that can take out CAS it’s useless. HESH and Smoke I have never seen useful but smoke being the worst for griefing teammates
