Along with the famous MiG-23ML, these planes have bad and glitchy radars. But unlike the ML, it doesn’t feature a ACM mode to at least more quickly activate a lock.
The MTI mode is also horrible in the sense that if you lost the MTI (via looking up), the ground clutter filled targets are still retained, leading to situations where the radar tries to lock onto a existing target on the radar database that cannot be locked on.
The MiG-21BIS, meanwhile, have an excellent ACM mode that is common sense based and not misleading like the MTI mess.
The MiG-23MF would be a better plane without the MTI mode.
R-23R are not really much better than Aim-7E, it also has a ridiciously long time before the missile can maneuver.
The only 12 pops of flares furtherly make this plane bad. In constant matches with PL-5, magic, and IRCCM missiles, some amount of pre flaring is a must. Forget about it in this plane.
The only purpose to this plane is base bombing that F-104S has already dominated this field.
For starters you could try a fighter loadout, and not carrying those two bundles of joy.
If you dont rush head-first at the enemy, you might stand a chance.

The MiG-23MF in its own br is the fastest airframe, in a downtier you can just boom and zoom and nobody is catching you.
Use the actual plane to its strengths, if you don’t have many flares, avoid furballs, and don’t bring useless napalm, when you’re sacrificing 4 missiles.
Also I hope you’re actually using the wing sweep for actually dogfighting if you need it.
