Grom-1 was not removed because it was OP. Grom 1 was and is inferior to Grom-2.
Grom-1 was removed because of disinformation being spread among the playerbase that made them panic and oppose it.

I have no comment in relation to the Kh-38 portion of your post.
My posts on the topic are in the Kh-38 may not exist topic.
