All the “fakes” in the game exist to fill gaps in tech trees where nothing could be added, so exceptions and compromised are made.
Also fake paper vehicles are removed once a tree has matured and other vehicles can take their place. Germany and Japan recently had vehicles removed.
This missile is not filling any niche Russia was desperately needing, so no, it needs to go until further sources are found about its seeker and real capabilities.

I had a dream the van with the War Thunder logo spotted on it for the upcoming V-Day parade in Moscow was transporting KH-38MTs to be revealed officially during the parade to the public.
