The version is question is the KH-38MT with an IR seeker. That is version that has no evidence it actually existed
The seeker can be tested separately from the rocket. The rocket itself is modular and flight tests can be conducted with any seeker.

The only information I found regarding the Thermal version was information from propaganda outlets claiming that it’s being produced. While as well claiming that the one being used in Ukraine is an ML version.
What is interesting in particullar that there was statement about priority of use. And again, that brings us back to that talk around AASM we had not that long ago. Even in laser mode it is guided inertially untill the last moment, where laser seeker is being activated. It’s not even supposed to be laser guided from a carrier aircraft. UAV is supposed to be the one lasing the target. Soo that brings me to a conclusion that even if “MT” version was real - it wouldn’t be able to hit moving targets.
M247 was in production, ammunition was in production, you can actually buy the new old stock ammo if you live in the US. The system worked, it just had low reliability and was too expensive, still proved to be ~7 times better than M163.
HSTV-L was built and was tested extensively.
KH-38 IR newer seemed to leave the concept stage.
