If we look at it like this, the pen “formula” looks similar ot 16x^1/1.5 for small(ish) HE amount, but then the curve flattens out from about 8kg.
My guess is that they artificially nerfed HE shells above ~8kg so they dont have that much blast penetrations, which if true is actually a decent change.
