I really doubt, as USSR is more likely to get an new anti-air system as announced in the latest community posts, this honestly this could be a great addition.
Then the J-7E should be in the USSR tech tree along with basically all of high tier china.
Even if something based off of something else doesnt automatically put it in the original’s tech tree.
When it comes to subtrees a lot has to be looked at.
For example:
History
Current geopolitical relations
Military cooperation
How both countries view eachother
And whether or not the country (in this case russia) needs the tech tree.
The russians do not need a subtree, let alone a ukrainian one due to the geopolitical and culture strife between ukraine and russia, and ukraine and the now derelict USSR (Holodomor).

If the reason of not adding Ukraine to the most realistic spot in the game currently other than standalone tech-tree is for historical reasons why put this as USSR is translated as Russia currently in-game? USSR is the union of dozen of countries under a single flag and the Holodomor event was run by a Georgian guy.
Personally I don’t see USSR getting a entire sub-tech tree for Ukrainian vehicles because of two main reasons: There’s no spot to create a sub-tech tree in USSR which is the most realistic but only few spots that could fit said vehicles and majority of Ukrainian vehicles, specifically the mass produced ones are in-game from ZIM such like T-34s, T-54s, T-55s, T-64s and T-80s.
For a standalone tech tree I fear that could end up like Israel as we see, ground specifically with few unique vehicles and majority being filled with copy and pasted of existing or new vehicles with very few differences from the base modification; personally is not very pleasant put on $80.00 on a tech tree where the unique goods are mostly at higher tiers and everything else is found in other tech trees, this same should be applied to Ukrainian-Polish tech-tree concept.

This would be preferred, Soviets currently lack a top tier MBT with any meaningful reverse speed.
