Counter measures should probably just be a stock feature at those BRs, they constantly mess with ground forces as well, change reload, mess with armor, ready racks etc, adding counter measures seems like a pretty reasonable thing to do in a game dominated by missiles, especially when all of Japan’s plane at that rank lack them.
kinda funny since gaijin gave a totally fictional internal countermeasures to the F-5C but wont bother adding a chaff dispenser to one of the first supersonic jets they introduced

The F-1 did have “smart” bombs (not quite): the 500lb and 750lb GCS-1 IR-guided bombs. When dropped, they seek out an IR signature from a vehicle (burning wrecks are automatically ignored due to being too hot) and guide themselves towards it.
I mean… I just use rocket pods on the T-2 as flares. It works fine.
Thing is, you only get 8 of em that you usually have to fire off a few to fool a missile, so like 1-3 pops max
