Another thing which crossed my mind
Why isn’t CAS problem in Naval RB? After all, you could take your planes there too but I don’t see people complaining about CAS there.

Probably because ships are filled with all sorts of Anti Air guns
What if, there were AI AA guns on outskirts of tank map or near the spawn?
