I mean, the “second best radar” is on a fighter-bomber with no HMD, third place goes to Japan with the J/APG-2, and 4th place (among top tier jets atleast) is the one the Su-30SM has, which is what I think you were alluding to.
Range is irrelevant in WT, the maps are too small for it to matter, as all top tier radars have more than enough range for the weapons and maps we play with. Bars is good but it has some issues, namely with scan zones being quite small, more in line with mech scan radars seen in-game, just with much faster scan speed, along with out of scope tracking like all ESA’s in-game
You’re overselling how good Bars is and VASTLY underselling how much better RBE2-AA is compared to literally everything else in-game.
Full 200km of range + wide and tall scan boxes, gotta admit that radar is very nice, wish the BARS had similar heights for the scanbox.

IIRC Bars has wrong scan boxes rn, saw bug reports about it somewhere.
I remember it got reported, but I think the report was closed(?)

RBE2 is the best radar overall, there is no doubt but BARS is not as bad as you claim.
And yet V004 is second best radar in the game, and excluding it from the equation would be wrong. This way F-15E can also be discarded and it is literally best “fighter” US tech tree currently has.
You both just trying to push your favourite bias flavour onto each other. Bars is a good radar. Bars is not the best radar, not even second best.

In terms of fighter category its the third one, only beaten by F2A and Rafale.
How does it contradict with my statement? It’s not the best and not the second best, just as i said.
