The thing is that at the beginning of this year BVVD told us in a Q&A that there would be submarines in 2025…

Things changed I guess or they struck a deal with the leakers to hold out until the update video.

Not quite.
He said that submarines were being worked on, and that 2025 would bring new vessel types.
It’s easy to read this as meaning “submarines coming in 2025” but that’s not the only way it can be interpreted.
We’ll have to wait and see.
Either the leakers are keeping submarines secret, did not see it, or they are indeed not coming this patch :

Makes me think were battleships ever leaked when they were being first implemented around the new power update? Though the leaking scene may have not been as developed as it is now. Though infantry has been leaked a lot with equipment and weapons, and I have not seen one submarine of ever leaked. I think that was different when the submarine event was about to happen I could be miss remembering. Or like someone has mentioned the leakers are holding back for submarines.

Still, subs have been in the works for presumably at least since 2018 and the silent thunder event (7, and i must insist SEVEN years).
Infantry started being discussed maybe a year ago ? Not gonna lie it’s a bit frustrating. At least they didn’t simply put infantry in GRB so there’s that.
The reason they struggle so much on subs is probably due to balancing or in other words “subs are too slow for 25 minutes long matches, but too strong if left unchecked near battleships or convoy”. The issue here aren’t the submarines, but the 25 minutes and don’t even get me started on the ticket bleed. Fast pace matches are a recurrent problem in this game, but in naval (subs or not) it can be felt even more imo.

What I don’t get and maybe someone could explain it is why they couldn’t just say submarines are not coming in December2025 why so much speculation? On their possible introduction when in a clear “no” be good enough. Maybe a premium submarine was planned and was cut at the last moment? Maybe we’ll find their models in the files when the dev server opens who knows.

The RU dev stream is live. I can’t watch because I have an IRL event to go to. But perhaps we will get some more information about the plans there.

No it isn’t. It’s Project 1331 built by GDR and operated in GDR, while existing Project 1331M is built by GDR but operated in USSR.
And their guns are different, 1331 is with AK-230 and AK-725, 1331M is with AK-630 and AK-176
