The Su-39 can carry two R-77s and R-73s simultaneously, and the placement of the Vikhr pod is incorrect.

R-77’s and R-27’s are not added for balance reasons, the ‘correct’ placement of the Vikhr’s here is only for transport and cannot be fired. Placement ingame is correct
Transport and arms show, where that pic seems to be taken, that they can show what weapons it can use, not so much on correct pylons :D
It’s from MAKS 2005 iirc, doesn’t matter anyway since maximum is 16, altough it might benefit from moving Kh-29’s and stuff to other places.
If you have proof of something being incorrectly modeled in the game you will need to prove it with acceptable sources. Munitions are one of the few things the developers use as a balance tool and can choose not to give to a vehicle as a way to keep it at a BR that fits in a lineup or bridges the gap between two vehicles.
