The First variant of R27R ( not ER just the R without extended range ) could theoritically be added to it for balance reasons, and be fulfilling since the Su39 face alot of planes that has radar missiles at its BR.
and it would still go up to atleast 12.3
If i remember correctly, there is a mig21 in british TT with R27R at 11.7 ( Not sure! but could provide an example about what it faces, but i am sure about the missile that it have ).

I wonder if there is other armaments been carried other than AAM by su39 that haven`t been mentioned here.
they balance it by not giving the Su-39 any radar missiles

They could add another in the tech tree give it radar missiles at a proper br now since they just c&p the f14D and make it like the f2a/f2a adtw
Would be nice to get the missing AAMs from Su 39 in this manner.

they cant carry radar missiles since they dont have a radar
They will balance it in any way :), there is alot of “Unbalanced” vehicles in game.
