They do, they just refuse to train their crews to be effective and because of that the weakness of most Russian tanks were discovered quite easily

It does seem like…a weird call to add another airframe with Kh-38s while also not giving any other nation a Pantsir level equal SPAA. It feels like balance was not included during the dicussion on its implementation.
