In the new major updated ‘Spearhead’ a new rank 8 premium was added to the Soviet tech tree, the Su-30MK2.
In ground battles it sits at a BR of 12.3 with these loadout options for air to ground guided weapons:
The Su-27SM which sits at a BR of 12.7 in ground battles has the following loadout options for air to ground guided weapons:
The Su-27SM which sits one BR step higher than the Su-30MK2 cant carry as many A2G guided weapons at once mainly the Kh-29TD and the KAB-1500Kr, so that poses the question:
If anything the Su-30MK2 should sit atleast at the same BR as the Su-27SM for ground battles.

On the other side of the coin, no reason for the Su-30 to be the same 12.7 BR as the F-15E/I
Decompression is a must

Neither have a reason, just compression
The Su-27 at least makes up for it a bit in the CAP department, not being as heavy or as weak engines as the Su-30

But yes, no reason for the J-11B to be the same BR as the F-15E/I in GRB
