No one is cheating though, I have been playing this game for more than five years and never saw a single cheater.

How would you know
I’ve caught a couple and its quite easy to find them with the replay mode. Still less than 5 encountered since 2013 though if we remove naval from the equation.
I never said there was never any hackers in the game’s history, otherwise encountering them is extremely rare which is almost never.
Because I believe you’re just making assumptions upon Russian and Chinese gamer base.
