Because if it’s an assumption then Gaijin doesn’t have an explicit connection between the two and will view them as separate vehicles needing their own separate proof of being upgraded.

According to Gaijin Sweden developed their own armor for the 122 which is different than the German armor. So therefore they are different already to start with. As long as there is nothing directly stating that they are the same they will be treated as different vehicles with differing upgrades. Even if they in practice got the same upgrades in the factory, if there is no direct statement that they are the same then they are different by default. That is at least how Gaijin generally has done it historically. Differently designated vehicles need their own separate proof unless there are sources with clear statements that they are the same.
