What should I focus on using my crew points on?
eg:
Should I distribute them, like the game recommends?
Tank driving, Tank commander command skill, Tank loader skill, Radio communication on Radio operator, and Targetting/Rangefinding on gunner.
Those are most important.

Personally, I always give all crew skills 2 points and then I max out driving, targeting and reloading.
It all depends on what your main vehicles will be. Not all vehicles have 5 slots (or more) for crew. If you’re going to be playing a specific vehicle with only 3 crewman, then ensure you only give points to those.
If you’re planning to play uptiers, then range finding for the gunner isn’t as important once you have laser range finders.
I maxed out my Commander leadership, loaders reload (until auto loaders), driver driving skills. After that I balance their vitality, field repair and agility.
I also have specific slots for specific vehicles and build preset lineups based on BRs.
Normally a SPAA, Light/medium tank/apc, medium/heavy tank/apc and then a plane/helo.
The higher the BR of the vehicle the more you earn of crew xp.
