I don’t think they were trying to say Japan was innocent there, but that relations with many South East Asian countries such as Thailand or Indonesia today are much different from what can be seen with China and Korea.

It isn’t to say nothing happened, but that it is simply perceived a lot differently today.

I think at best case it should be a joint ROK/DPRK Tree and at worst case a sub-tree of US. I think Japan will be fine if they end up getting ASEAN nations like Thailand (which is already included), Singapore, etc.

Depending on how true the leak list is, it’s currently listed as a future tech tree option to the United States. Obviously things can change of course but this year is the year of the sub-tree per one of the RR threads.

United Korean tech tree would be such a better idea. Or even ROK subtree in US, DPRK subtree in China. Not this nonsense.
Japan and ROK aren’t even related militarily. Cooperation between them militarily has been very rare even in the modern era, and they haven’t worked together on defense projects. Pretty much just one training exercise, or some advisors, or both having US military bases on them. You could give South Korea to France or the UK and it would still make more sense.
