I fully believe the Su-27 could be 12.0/12.3 if they limited its weaponry of just 6x R-27Rs and 4x R-60Ms if they decided to dump the R-27ERs and R-73s onto them that would be a whole different story that would honestly justify something like the F-15C with AIM-120As. But my question is where would it go in the Soviet tech tree? Would it finally break the MiG line or would they put it in the Sukhoi strike line? Honestly there needs to be a rework of a couple tech trees before we get aircraft like the F/A-18A/C or Su-27
F-15C is inferior to Su-27 in armament, which is why F-15C can come out sooner.

Also what reworks are necessary? Every nation has 12.3 capable stuff outside France cause the Mirage 2000 5F is likely 12.7 with 6x MICA RFs, and 2x Magic 2 or 2x 530 depending on player choice.
Also no aircraft has a weapon attached to it that it cannot fire.
Yak-141 does not have fictional weapons. Nor does F-16.
No tech tree vehicle has artificially restricted weapons.

We’re getting F-15Cs with Aim-9s & Aim-7s only if you want F-15 to be in the game at all this year.
Depends where you arbitrarily limit armament. If you don’t allow the F-15C to run anything past Su-27 introduction sure, but the F-15C runs AIM-120s too which would make the AIM-54 introduction look over exaggerated in comparison.
I wouldn’t dwell too hard on the F-15A model as it most likely won’t ever be added due to it being impossible to balance with its lack of flares. We’d probably get a B model first, likely at or slightly above F-14B BR.

We’d get the F-15C first since it can be added to 3 tech trees at once. JP, USA, and ISR.
And it’d have 9Ls and 7F/Ms to justify 12.3.
No Aim-9Ms for F-18s unless you want them to be ~13.3+. There’d be no “Early” designation either.
We cannot accurately predict Aim-9Ms until ARHs are matured, which we don’t have yet.
Also, all F-18s can carry up to 6x Aim-9s + 4x Aim-7s at once.
It would need at least the -9M / -9P5 if not the AIM-95 to justify 12.3, 11.7 or 12.0 would be more likely due to its lack of defensive systems and baseline SARH performance.
So I guess gaijin might consider F/A-18A from USN/USMC because to be 12.3 & without AIM-120
