Based on the datamine it appears this is for the AI version of the radar. Several GBAD systems got the same treatment.

Is this a buff?
It takes a higher loft with a slightly better time-to-target, I would say so. The higher loft would allow it to target those who dived and went into the lower terrain while still retaining the same time-to-impact.
