First thing is that maps must be bigger so SPAAG have room to spread out and hide.
Second thing is that other countries except USSR needs better SPAAG.

Because CAS is currently broken.
Why should a fully loaded F-16C/D or F-15E be nearly the same BR as the A-10C in ground battles? Why should the spawn costs of the ordinance be so cheap that only a few assists allow you to spawn them?

The issue I’m seeing here is not the Pantsir, but the absolute insanity that is Russian CAS. The Su-34 Hellduck should not exist in this game right now. The Su-25SM3 was already too much.
You can deal with R-77 wielding bricks effortlessly.
Dodging SPAA and Fox-3 at once is nearly impossible while contributing to your team. Especially when many aircraft can’t even pick up a Pantsir launch now.
Fighter aircraft with Fox-3 and CAS ordinance capable of rivaling similar BR Strike Aircraft should not exist at that BR.
You are contributing your team by engaging enemies and drawing their fire.
You also dodge both by doing the same thing.
Being a meatshield is not rewarded in this game and is not fun gameplay.
You cannot dodge SPAA through notching like you would a Fox-3. Radars do not work like that. Period.
And you don’t have to be a meatshield.

Just because they fire at you doesn’t mean it’s killing you. Those two aren’t mutually inclusive.
The F-15E has a missile with over 100 kilometers of range, so that’s not true. You can also, once again, use glide bombs. You get countless of them and Radar SPAA don’t tend to move.
Yes, you can, just think outside the box. You don’t need guided ordinance to kill a target that won’t move and has no armor.
