Should I buy the ZSU-23-4M4 and use it? Or just buy it to progress to the OSA?

I have the ZSU-23-4 and it seems that even with 4 missiles it won’t be much of a buff

The missiles can put in the work. If you are playing around that br, it is worth it to have.
