Because - like it or not - it’s a public forum.
If you want to make a good ol’ boys club, there’s discord, reddit or 80 bajillion other options.
Everyone - even if their opinion is factually wrong (or deranged) - they have the right to speak it. If they violate ToS, the forum mods will deal with it.

I think issue is in the way its being used. That word has meaning related to mental issues but people use it to insult others even if said others have no such condition.
Just like Russian (or Ukrainian or maybe some other slavic) word which means female dog. It has neutral meaning but people use it as slur much more often.
I prefer new players or veterans. They have a fresh outlook of the game and if they’re crying on the same things it says a lot about the game. Veterans are better about complaining about off topic information like someone asking for better ammo on Russian top tier then a veteran comes crying about leopards or abrams it’s quite annoying to stay on topic
I think having them at lvl 100 is a better measure.

it’s not even hard to get to lv100. Plenty of F-4S base bombers attained such level.

Yeah, it’s just hard to really gauge who should and shouldn’t message on fourms. It’s sometimes just a place for people to vent.
You would be surprised at how many long-time veterans hold absolutely dysmal opinions and/or playstyles. We have many here on the forum.
It’s good to encourage new players to interact in the forum and perhaps learn something.
Being unable to tolerate a bit of poking fun at each other is a skill issue in itself
What I DO think is that if you complain about a vehicle you should have to post your stats/they should be easily visible without leaving the forum and/or having to open the game and look up your name, for everyone to judge if its even worth entertaining the discussion.

Yeah, lets ban them from getting help improving on the forums, that will help.
I have also seem a fair number of people post bad takes and actually have the veteran players point out their mistakes and help them improve their gameplay.
