It doesn’t matter if the change of just one variant would be hard to notice in the matchmaking. You are asking for the BRs to get compressed even further for no good reason.
If we go through with the ADF to 12.7, the baseline A would go to 12.3. That in turn would be a reason to lower a bunch of other BRs as well, as otherwise planes that couldn’t get matched against F-16As before would get matched against them now.

phantom can beat you because they get rockets and not bombs which can hit bases from further, the strike tornados are completely miserable to play, grinding the paveways on the IDS was a nails on a chalkboard like experience

Honestly it feels like a different topic tho, I had the same thought for every single CAS centric plane. You’d either had to lower it and harm everyone with the missile you carry (A10 ish) or they gotta go up and be not competitive over fighters of the same tier.

I think it comes down to the fact that this game is not very friendly for guided munition in ARB. Imagine if the abrams worth twice as much, then bringing guided bomb might not be a bad idea.
I do have to note tho - almost never would you have bases completely taken out nowadays. It now relies more or less on your skill, and there’s a big chance you get blasted by some radar missile if you just go straight to the base. Maybe the better avionics on the tornado make up for it by having a better time notching things like Aim54

Mig29G is really that bad trust me, the radar is dogshit as everything else

It’s defensive capabilities are more than enough. If you are just flying in a straight line to the bases you are bound to get killed in a head-on. That just happens to all strike planes, unless you get lucky.
If someone gets behind you and manages to catch up there is nothing you can do. That has always been the case.
The 11.3 BR is fair, as the Tornado has the massive speed advantage over a lot of 10.3 planes and access to the AIM-9Ls (heck, even 11.7 is still fine, as you meet less threatening planes now, like I said before), putting them lower would just recreate the same problems that the Tornado IDS Marineflieger created when it came out at 10.7: it gets spammed because it can get bases for free.
On a side note: I am not sure why they insist on having the IDS WTD and MFG on a lower BR than the italian IDS, the ASSTA and the GR.1. Not to be that guy, but I am pretty sure they only get lower BRs, because that way they sell better.

Just give it 9m instead of the 9L to give it a chance at 12.7 is all it need really, that or the BR shouldn’t have gone up to 12.7 at all
