I cannot enter War Thunder.

If you are playing through Steam, go to WT Properties > General > Advanced Launch > Manual Game Update. This will resolve the server issue.
In case of the launcher opening and permanently looking for updates (but not finding any), please end Steam’s task and run it again as administrator.
