Su-39 has much less FnFs so it’ll have much less efficiency outside of AA range.
IRCM works from the back only.
Also, planes like that have a shit ton of flares so they can preflare your missiles for ages anyways. Gunning down subsonic boats isn’t that hard.

SU25 is still missing equipment, as are probably a lot of vehicles through all tech trees.
