If they are afk, maybe.
Cheaters mostly stick to China as far as I’ve seen (not a coincidence I’m sure), and they are spread out all over.
Maybe punish the demographic who cheats, it’s not the nation.
It seems to be between a few continents in my experience, either South America, or Asia.
(Judging by names and flags on vehicles)

I’ve confirmed a couple dozen cheaters and almost all were Russian mains, also playing China, Sweden and Germany as secondaries. They’re not spread out all over, but I get that you need to run damage control given that you’re piggybacking on their cheats by playing the same nation that attracts them.
It also makes sense that the cheaters want the easy mode nation with broken unparalleled vehicles.

If they were so biased they’d put Strela-like Stinger AAs at 10.3, but they clearly understand the difference between their performance.
Stingers start at 9.3, a full BR lower than Strela. That’s balanced.
I have no benefit from Su-34 being in the game.
I have no benefit from A-10A being in the game.
I have no benefit from Stingers being worse than 9M37M as I exclusively play the former.
