I do not understand how the T80UD, 2S38, and TURMST were deemed underperforming enough to avoid 2 separate BR decompressions?
Now T80UDs, 2S38s, and TURMSTs frequently fight against 9.3 tanks that are significantly worse. I cannot think of a single reason besides blatant russian bias or the devs are blind and perfectly avoided this twice.
First time was because they weren’t good enough to go up along side stuff like the Leo 2A4 or M1. The second was because it wasn’t in the area being decompressed, which is also why nothing else at 10.3-11.0 went up.
Touch some grass and focus on actual issues.
As long as our current 10.7s are 10.7, they will not go up. And in the case of the TURMS, I don’t even know why you’d want it to. It could be 9.7 and still be pretty terrible.
The T-80UD and 2S38 should go to 10.7 but the T-72AV isn’t a problem at 10.3.
That reason you couldn’t think of is money
Well the base tank is just a T-72A, that gets good thermals, Contact-1 ERA and 3BM42, which only has a bit more extra pen on the 105mm DM-33 rounds at 9.3.
Compared to the T-64B at 9.7 it has worse base armour, same ERA and same round. the thermals and commander fire control are the only real improvement.
It didn’t avoid any decompression.
10.3 USSR was once 9.7.
If you’re talking about how all 10.3s and 10.7s in War Thunder avoided going up, that’s because 11.3 was decompressed.
