I played multiple nations at 13.0 and never had issues fighting ussr before/after the bmpt. You win or lose sometimes, that’s it. If you’re always losing fighting ussr tanks then don’t play 13.0
I play top tier and it doesn’t take a whole lot brain to think that ah64 is the beteer than mi28.

AH-64E is objectively better than Mi-28NM.
You just saw more Mi-28NMs because people instantly had the helicopter vs having to grind 400,000 RP for a new one.
That’s the only reason you see more Mi-28NMs.
16 AGM-179s, even if they’re slightly worse [that’s up for debate], is a better sortie than 8 LMURs.
It’s much harder to take out/destroy 16 Jagms than 8 LMURs. One AH-64 loadout empties my SAM ammo, which the Mi-28 can’t do, because while it’s reloading, I can manage to resupply from the ammo crate
At any BR I find my interactions with the USSR/Russia vehicles the most distasteful.
Especially at higher BRs its always stuff like LMURs, VIKHRs, SU-30whatever missiles destroying ground.
ERA eating up darts from the side at 90 degree angle etc.
As if, Russian tanks with ERA get disabled by a drone but in game they will have you believe it can eat up darts for breakfast.
I don’t care, for me USSR players are just coping with for skill issue with their vehicles and I just live with it.

Quite a few nations are already using the very best they have. Pretty much only the Leopards 2, France, and USA are missing their best ammo(And Russia 3BM59 but there’s almost no difference to 3BM60). It wouldn’t change half as much as you’re saying for the M1 armor lol. The weakspots would also remain the same as always.
