2S38 has never gone head to head with HSTVL and has never been better than HSTVL.
2S38 is also not an IFV.
Soviet CAS didn’t get supersonic OP CAS until November 2024. Soviet CAS was absolute garbage until they got an AGM-65G that could launch faster.
NATO has had OP CAS from 2022 - 2025. Soviet CAS was OP from March 2024 - June 2025.
It took less time for Gaijin to make counters against IR AGM slingers the moment Su-25SM3 was added than it took Gaijin to make counters like LS/CA5, Pantsir, and Type 81 against LGBU carriers.
To this day Soviet CAS without Kh-38s are 1 - 2BRs above NATO equivalents in ground battles.
Granted, I don’t care that they are higher BR because the only time I mained CAS was 2022 - 2024 until I got bored of never being threatened by SPAA.

Yeah, EF at good distance is immune to pantsir but EF has to do a whole austrian waltz to get a kill if there is a pantsir while a plane with kh38´s just send them all, prays for the best and can defend or go back to the airfield for more.
Bro, 2S38 is at 10.3 with simmilar performance (sometimes worst, sometimes better) with hstvl that is at 11.7.
Again, it is not a thing of “skill issue” or “I can kill it easier” it was the best AA with the best CAS, yeah, suny rockets or bombs can kill a panstir but that also can kill any AA of the game easier, pantsir can defend in close-mid ranges and can defend itself better than any AA.

Thats still not how you play EF.
EF is the easiest plane to kill Pantsir with, you obviously just don’t know how if you spam brimstones from far away.
