Because the answer doesnt make sense at all and it is dramatically unfair for a Russian tank to get spall lining when other tanks had them since the 60s which were in the game for several years.
If you are going to do such a game changing effect as that, you do it for everyone, not just 1 nation. Its basic balance 101.

Abrams has it included as part of the final armor layer. The “painted metal” look is from a layer of (i believe) vulcanized rubber atop it to limit wear afaik.

its kevlar with rubber overtop to protect it… spend a little time on reading comprehension m8
if you havent figured it out, rubber doesnt spall either btw, and would actually act to increase durability from both inside wear and by “closing” the hole made by a penetrator afterwards as well.
