Research bonuses were NOT released before the dance of dragons update?

Why have the changes not been implemented?

We only got a small testing period, and it is not enabled in the live server. We have been waiting over a year now, and it still gets delayed.

We already know that they have it fully coded and developed, even if they took a long time in order to add features that diminish the bonus.

The changes are still promised as "before the next major update(dance of dragons).
