Is this a bug or a feature?
I am not 100% sure what you mean…but the minimap used to remain after death…and for some reason it would display all vehicles in game… providing intel for your next spawn…which you should NOT have.
Sure…i would take time getting back to the “front” and enemies moved in the meantime…BUT in several moments (end of game, contested caps, ambushes) it would allow me to locate an enemy i would otherwise not know…
Perhaps they are “fixing” this…?

Display all vehicles? i have never seen that.
When I die I like to mark the target that killed me so that my team can ignore that and get killed by them as well regardless, but now that option is gone entirely.
I don’t know if that is intended or not, it’s not something I have ever heard anyone ever complain about, nor do I think it should be removed, nor was it a priority considering the issues that exist in the game.
I have not seen any patch notes of this either, hence I don’t know if it’s a bug or a feature as they’re borderline the same thing.

When you die, the mini map and the map is no longer available, whilst in the past you could mark an enemy on the map, now the map is gone entirely until you respawn.
Map is still there (I just played battle, I can clearly see huge map on my spawn screen).
You cannot ping on map when you are dead.
You can ping on map when you spawn (your crew is on battlefield).
