Fog is a lame crutch for bad pilots, who can sit back in the fog, totally unspotted, and wait to 3rd party someone.
No, the fog literally does completely block IR missiles (other than "Muh 9H) from locking.
I like it. Totally saved my ass today when I was able change direction and loose a pursuing interceptor.
