I was test flying the MiG 29 Sniper and I couldn’t use the r-27s because it said ts da r lock required even when I had the lock
You got IR radar lock, there’s your issue.

It worked because you were using the normal radar lock, not irst.
Switch back from irst to radar and it will allow you to launch just fine
If the game (usually incorrectly) detects the target as notching or otherwise determines a radar lock to be poor, it will forcefully switch you over to IRST. As a result of this, it’s impossible to launch Fox-1/3s.
