Radar Fails to Detect Plane in Clouds (issue ?)

Why can’t aircraft flying in, above, or below the clouds be detected by the Toptier (top-tier) aircraft radars?

How is it that Fox-3 missiles have such good radar that they can track their target even if it flies behind mountains, seemingly “guessing” where it will emerge, yet aircraft struggle to detect other planes within the clouds? Can someone who understands this logic explain it?

Because they have “IOG” guidance (inertial guidance that keeps following the same path if tracking is lost and does so until lock is re-acquired or the max time makes the missile self detonate). Tracking radars on planes and ground vehicles does the same thing for a few seconds after losing the target behind a hill.
