When will it be possible to buy T34-85E again (approximately)?

There is no one that could give you an answer.
But you have the normal tech tree T34-85, they are functionally the same (only difference is economics and the mesh on the turret) so i see no reason to try to buy it even if it was available.

It pretty regularly goes on sale, along with a few other premiums, for victory day every May, so you’re a couple months late, sorry. You can wait until next year though.

Maybe on Defenders Day (22th February), May Sale (1st May), Victory Day (8th May) and Tanker’s Day (12th September).*
