It in the game already no? Didn’t they mean only 1 version of that ships is allowed.
The original statement was ‘If the same ship served two different navies and appears in tech tree for later navy, it could not appear in origin navy’.
So for example; if IJN Hibiki was added to the Russian techtree (as Verniy), she could not appear in the IJN techtree as per previous guidelines.
With the new guidelines, we can - for example - see USS Prinz Eugen.

I doubt they’ll add ships that are unmodified, if the Americans had kept her in service and changed her armorment then yeah I’d want her to be included but they just used her as a testing ship for getting nuked.
You could have made at least the ship’s color historically accurate, but you just copied it and sold it for money… Bravo, I’m waiting for the time to say “this is the end.”

Is the Giulio Cesare good to grind SL? Because I have the RN Luigi Cordana, I have grinded half of the Techtree, but i would like to make SL quickly and maybe somebody can recommend me other good Ships to grind SL? ( I have some expericance in NAval)
32cms in a bracket of - on average - 35.6 to 41cms, probably not given the Palla AP shells on the entire tree have a habit of next to no penetration at range compared to contemporaries.
If you want an SL grinder, probably Gneisenau if you absolutely need a 7.x premium.

With the caveat it can see sovetsky soyuz and the elevators are an ammunition magnet.

let’s not give the Soviet approach to maintenance and repair all the credit, the Royal Navy was doing a lot of scrapping at the time, including ships more capable and/or modern than the Sovereign
I’d wager a pristine condition, or even a modernized refit on her return wouldn’t have saved her from the scrappers
we were. however there was no saving a ship where shells were unable to safely be unloaded because the breech was rusted solid, the turrets rusted still.
