If that was BR decompression then everything up to 11.7 would be increased. Vehicles that have their BR changed according to the file, will just fight against stronger vehicles, not the same ones just with higher BR.
Raising early Cold War tanks in BR without raising late Cold War tanks similarily will just shift compression problems from BR 6.7-7.7 towards BR 9.0-10.0 instead of accomplishing anything useful. This would also fragment alot of lineups considering you’re not moving everything up together. There’s also alot of vehicles that already feel overtiered or mediocre that you intend to move up in BR. This is not a good solution. It feels more like sweeping the problem under the rug rather than actually fixing it.
A better solution would be to move almost every ground vehicle above 7.0 (except for those clearly struggling at the current BR) up by 0.3 BR, furthering the gap between Cold War and WW2 vehicles (which was the primary issue) as well as bringing current top tier ground vehicles to the same BR as current top tier air vehicles (12.0). This (unlike your suggested solution) will not result in more compression somewhere else.

IMO the PUMA IFV should get its ATGM launcher because its big and bulky, your armor is worse than mid and its auto cannon is quite inaccurate.

As many others have said - BR shift must include previous iteration. Everything 10.0 and up also must go up. Otherwise it’s not decompression, it’s just shifting a problem to another BR. I mostly support changes, with this addition.
And also please, leave IS-6 and T-29 at their BR. They are not overpowered, and moving them into environment with even more MBTs and less late WW2-era tanks will finish them. M26 is much better suited to it’s br, and yet somehow it’s T29 that gets uptiered. IS-6 is almost helpless in uptiers, with everything having heat or sabot, and now with less probable downtiers it will be just a SL pinata
Softstat change suggestions:
Pz III Ausf. B-J turret speed to 14°/sec like the other Pz IIIs allready have, they are all hand traversed (so there arent any tests and its a soft stat by the human) they are all at low Br and even Reserve tanks. At the lower ranks mobility is key, pretty much every other tank has a much faster turret traverse as well as general mobility.
The Pz IIIs also have not much armor (14,5-30mm and the J 50mm) but are extremly limited by the turret traverse of 5.5°/sec (6.0°/sec for B) so they should be the same 14°/sec like the rest (which all have allmost the same traverse mechanism as well)
I think most of the changes seem good, however :
Non-stabilized vehicles should stay at their current Battle ratings, reason for this is because they are not that big of a threat, the stabilized vehicles are mostly the bigger threats towards the underdogs of 7.0-7.7
Other than that I think these changes are a massive improvement, R3 T106 going up is also very much needed :)
And idea : PUMA getting spike at 10.0 doesn’t seem like a bad thing :)
