Balance means that equivalent vehicles are at the same BR, not when one nations players are just so abysmal they get undertiered tanks.

I am grinding the germany tech tree right now (i started to play with japan) and i am having a great time with its tanks, teammates are not the best but the tanks are really competitive if you know how to use them.
I never had moments where i would think that my tank wouldnt be enough to fight (like for japan).
I would only recommend german players to git gud to get their win rates higher (it wont cause they are all newbies)
with a few exceptions like the Javelin
gaijin stated that they dont balance vehicles purely based on player stats

And regarding the air defense capability you mentioned, near version 10.3 there are already air-to-ground missiles like the AGM-65 that can lock on and launch from 5-6 km away, helicopter missiles have also reached around 5 km, and with the free SPAA in each match, how much of targets do your VT grenades really have?

I am opposed to removing APDS from the AMX-30 DCA.
This vehicle lacks a stabilizer and also has low mobility due to its low power-to-weight ratio; instead, it was balanced by having high combat capability through the use of APDS.
Compared to the Falcon, which occupies a similar role, it is inferior in three aspects—stabilization, mobility, and concealment—while being superior in that it is equipped with radar.
I believe the options should be to lower its BR, apply other adjustments to give it an upper hand, or simply retain the APDS.
At the very least, if APDS is to be removed (the same applies to the Falcon), its BR should be lowered.
