A10 should have been 11.0 in the first place.
Hunter with flares and AIM9J is not fair at 9.7, sorry.
Subsonics without flares should not suffer because one plane might not be as good at 10.0. I´d even say 10.0 is too low.
You have to look at it in a broader scale, I want the entire rank V-VIII to decompress to minimum of 13.7.

MH-60L DAP:
11.3 → 11.0 (RB)
It’s worse than AH-64As and AH-1Z since it has to trade 4 hellfires for each pair of stingers. While the AH-64A can carry 16 hellfires + 4 stingers + 30mm chin-mounted gun at the same BR of 11.3. The AH-1Z can carry 16 hellfires + 2 AIM-9M + 20mm chin-mounted gun also at the same BR of 11.3. Not to even mention the worse flight performance of the mh-60 compared to the AH-64s/AH-1Z.
Even the AH-64DJP is at 11.0 with 16 AGM-114K + 4 stingers + 30mm. I don’t see why the MH-60L can’t be at that same 11.0 BR given that it has a smaller payload.
Furthermore, now the US has 3 11.3 helicopters (4/5 including premiums) while a single squadron heli at 11.0. So why not move the MH-60L down to 11.0 so it can be a good alternative to the YAH-64. It would also compliment the 11.0 lineup and not be overshadowed by the more capable Apaches as it currently is at 11.3.
If the variant of hellfire matters so much then I would even support downgrading from AGM-114K to AGM-114B to justify a 11.0 BR.
Side note:
As others have also said, AGS should get M900 if going to 11.0. A 105 main round with <400mm of pen facing top tier is a joke.

Good change for planes, but you still forget some of them. For instance, G91YS. 9.7, subsonic and without flares. With S25/A10 spam you can’t be close to them (all aspect kills you anyway) and the rest got 20+G missiles, while having no flares and beeing one of the slowest in the team. The Squadron hunter is same BR, with flares and better missile. G91YS is an exemple of a plane that cannot do much in the compressed 9.0 to 10.0 BR.
For tanks, I don’t understand the change for french 7.7 to go higher. I mean, you have APCBC, and it is already hard to kill, because of Heavy armor of some opponent (russia mainly) at 7.7, now you will face tank you basically can’t pen (some early composite armor too). Moreover, no Laser range finder to compensate the lack of penetration, and shitty optics too. And Why 1/3 of the vehicule increasing BR is France alone ? A minor nation ?

For starters i completly overlooked that last sentence in previous post. Double rack for R-60s would easily warrant 10.0 BR and it wouldnt be ahistorical, as Lešany Air Museum confirmed that SPS-K could in fact carry those doubleracks, and im in process of accquiring documentation for it.
SPS-K has same speed, climb rate and thrust to weight as Mig-21PFM which sits at 9.3. It has much better missiles, ability to carry CMs and RWR, but since its rear aspect only and cant detect tracking, it might as well not be there at all.
F-104A/C at 9.3 have much better trust to weight ratio, climb rate, and there is a 200kmh difference in speed treshold for wing rip.
Mig21S has better climb rate, thrust to weight, same cannon but no R-60s or countermeasures, and sits at 9.7.
Any plane that can be boom n zoomed by SPS-K can be boom n zoomed by 21PFM, 21S and F-104A/C.
Any plane that can be shot down by SPS-K using R-3R can be shot down by Mig-21S.
Argument can be made for R-60s and R-13M1s but those are rear aspect, and as it was estabilished SPS-K is a delta wing AND it has weak engine. Getting into position to fire them is tricky (but not impossible) because SPS-K has to keep its speed, this is especially the case with R-60s as they have extremely shitty range against fast moving targets. R-60s easily miss when launched from a bad position where SPS-K isnt figuratively sniffing the ass of the target aircraft, which more often than not puts SPS-K into vulnerable position and yet once again almost forces it to carry CM pod.
Many 9.3 planes will absolutely demolish SPS-K (Mig-19 comes to mind instantly). Many more 10.3 planes will absolutely demolish SPS-K too.
Moved to 10.0 (where it was up until very recently, at least during may 23 when i got it to grind mig29), with only 2 rear aspect missiles and almost being forced to carry CM pod it is simply a bad plane.

Why is the T95 going up to 7.3? No way is it worth 7.3, especially when the T28 (The same exact thing, minus the outermost set, which barely does anything outside of armor) is at 6.3
If anything, it should go to 6.7. The only reason I don’t say 6.3 is because the Outer tracks only make the neutral steering slightly better, and can create an armor black hole, akin to the Panthers mantlet. Not to mention it’s still extremely slow, prone to being CAS’d, and prone to track and barrel torture. It can stay in 7.0 for Arcade, sure, that’s fine, but in RB it needs to at least drop to 6.7, not go up to 7.3. There’s nothing to really support moving it to 7.3 (250mm of pen doesn’t really matter when the angle performance sucks) aside from players who aren’t smart enough to either:
A: Shoot the cupola
B: Break the tracks and/or barrel, then flank it
Or C: Wait on it to fire, then attempt to rush it down.
And that is just a skill issue, the exception being for 1 if it has bushes on.
Also the T32E1 could stand to drop a bit, perhaps to 7.3, as the long 90 just isn’t well suited for 7.7, and that is the only thing aside from armor it has going for it. If APCR worked as it should, I wouldn’t include this, but here we are.

It should stay at 7.0, Jagdtiger should be pushed up there as well, and Ho-Ri Prod. should also be put there. All three have tradeoffs gun-and-armor-wise, Ho-Ri being the fastest with the middling gun and T95 having a great gun and armor but being the slowest while JT is in middle.

Ozelot should go to 9.3, like all the other IR SAM-Systems from other nations (Chapperal, Typ 93, PGZ04A, SANTAL, Machbet)
Strela-10 to 9.7 is a good change.

The Mirages going up is scandalous imo, the lack of missiles and their STILL nerfed state (ludicrous drag and still missing it’s real IRCCM performance for magics, as well as unable to pull it’s 50Gs with controlled constant use of dual plane) and lack of features (like missing MAWs) on top of a good but EASILY conterable FM they should NOT move up, at least not until MICA is introduced maybe in a nerfed state to at least get 6 missiles on the 5F…
Everyone knows that any F16/MIG29 with half a brain can delete any mirages by going for 2 circle engagements instead of 1 circles, on top of them being overperforming in 1 circle in the first place
