From my pov the plane scores simply way too much fighter kills for gaijin’s taste. It is not uncommon to see them with 2-3 fighter kills in a match.
Especially if they face (almost) pure German teams in the 6.0 - 7.0 bracket a lot of them go actively fighter & bomber hunting. And i saw some of them more or less farming Me 262s & Hornets…but at 7.0 matches against US teams they got rather easy clapped by A2D-1s…
I suppose the question is more like. How does the JH-7A compare with aircraft like the Tornado IDS or F-111F (at 11.7) or Mirage F1C-200 (at 12.0) or Mirage 2KD or Tornado Gr4 (at 12.3) rather than looking at fighter aircraft like the F-4S or Mig-23MLD

I’d personally be fine with it. These vehicles would do just fine at 8.0, the guns they mount were practically designed to fight this sort of armor. If they struggle a bit more, it’d be only fair. WW2 era heavies shouldn’t have to face these things.
ARB, FFA P-16. 9.0 > 8.7. Direct Comparison to similar 8.7/9.0 vehicles, not good at anything - average-to-below average - other than payload, no countermeasures.
Imho you gave the explanation for the high BR - veteran players.
The MM at its current BR places it often either vs US or German dominated teams and they score rather easily kills vs Me 262, F-80 & Co - at least up to 7.0. So if you have them in your team it is worth to protect them as they play similar to F 24 Spitfires more than often the decisive factor in the very few close matches.
From my pov gaijin is trapped in their way of thinking that increasing BRs of aircraft would reduce their efficiency.
Whilst this works in general - it does not work for good turning aircraft - as long as there is no real SBMM in place players tend to turnfight when under pressure, no matter what they fly.
With increasing the BRs gaijin simply increases their turning advantage - so in order to kill the efficiency they need to decrease the BRs to have more well turning enemies to fight them. Another example: Re 2005.
Why not? If the planes with no RWR launch warnings can dodge fakours like you said, you can also simply dodge R-27ER, AAMRAM, MICA in F-14. Those missiles also have giant smoke trails
While this recommendation is the one I am most on the fence about, it has no countermeasures and no offensive air capability what-so-ever / with moving the Mig-21’s to 10.3 - I believe the situation warrants further evaluation of this vehicle.
MiG 23 ML Air Realistic 11.0 or 10.7
Constantly gets uptiered to 12.0 and has to fight against phantoms or even f14s almost every game. Very difficult to get any success against these very powerful aircraft.
