It’s only going down in GRB not air realistic. It should move from 11.0 to 11.3 in ARB though, as thats where the Su-39 and Su-25T sit.

Su-39 and Su-25T have the IR jammer in their tail, i’d say leave the BM where it is at 11.0 because while it does have similar offensive capability it has worse defensive capabilities compared to them

What do you think about the 16AM and 16A OCU? With the new ADFs at 13.3 I think theres a shot at least the OCU should go down too.

In terms of the composition of the outboard armament, the aircraft was not far from the IL-28 or Canberra located on BR 8.0 and 8.3, respectively.
There is nothing in it that would justify such a high rating as 9.3: no guided weapons, no ballistic computer, not even a bomb sight, unlike the B version or IL-28 with br-a 8.0.

An IR jammer shouldn’t matter too much for the Su-25BM, it gets a ridiculous amount of countermeasures and the earlier, better flight model.

At the moment, the F-16A ADFs dont get IRCCM and have much weaker kit. So they will be a lot weaker to the F-16As currently at 13.7
NO. Russia is lucky that they have 2 wait only one update to have competetive AA unlike all other nations when pan sir was dominating. Russia shouldnt get new spaa for same amount

The 16AM and OCU have stronger avionics.
Remember that the ADF has 60 countermeasures, no TWS for now, a worse radar and no HMD for IR and radar.
And yes ik that the OCU suffers from a few of these, but not all at once. The F-16AM is completely fine at 13.7
