I guess noobs only buy vehicles that you think should go up but somehow can’t because of those noobs driving down the stats.
Well heres what you’re ignoring, Russia is a very popular nation, many new players decide to google how to grind a TT very fast and buy premium people recommend and many new players think the vehicles will essentially play themselves, i haven’t said it should go up in this conversation so please don’t misinterpret my words.
Its a case of premium tank has a bad KD because new players flock to it. Look at like 90% of top tier premiums
I agree. I think it should be 10.7, but there’s no way it would even be half decent at 11.7.

I’ll preface this with a disclaimer that I don’t have the 2S38, however, I genuinely think the issue for the 2S38 occurs between chair and keyboard, like I see people constantly playing it like a T-80 and trying to run and gun, when really it’s a hull down monster. The turret is tiny and all the crew are in the hull, the only chance against a hull down 2S38 is to try and get lucky with the ammunition feed, which can be difficult at range. It might only have -5 degrees of depression, but that’s workable with map knowledge, something a player only gets with time, and not with the off the shelf premium line up.

Not really.
Yes, if people play vehicles to their strengths they are strong, but new players don’t know that, again its why so many bad minor nation vehicles go up, they lack the influx of bad players to keep mediocre vehicles low.
Its also why vehicles like the KV-1B/E stayed at 4.0 for so long, fresh KV-1E players every year.

F-4S is a good example of this. One of the best aircraft at 12.0, and yet has the lowest performance of all 12.0s. Lower than even in the F-104ASA

I’ve shown copy/paste premium vehicles that perform very similar to their TT counterparts, so I think you’re the only one here that can’t accept what’s very easy to see, simply because it doesn’t suit your narrative.
Evry nation is different, i doubt people flock to the prem ariete given the well known problems they have, so you have dedicated Italian players using it to grind some extra money or already skilled players who buy it. Again theres a reason you see good vehicles do poorly and its because a lot of new players buy their way to top tier.

Hell no. It has high fuel burn and has worse energy retention than a MiG-21 (without good engines to regain speed fast).
Sim gameplay with this is sneek up on someone and fire 9Ps, hoping they hit. Maybe you get a kill or two, but then you gotta RTB and hope you have the fuel to do so

Reminds me when a group of people played the CL13 for a month with 6+ KD’s and it went up the next month to 9.7 lol
