JH-7A GRB 12.0 → 11.7 It can go back to where it came from. Absolutely not an oppressive plane at 11.7 and it performs quite poorly on 12.0 as its fnf weapon count is very low anyways and its A2A capabilities are also nothing special

Change: Decompress all BRs
Reason: Balance is impossible to achieve at 90% (if not more like 99%) of BRs because the compression is so bad it forces vehicles into being placed more often than not at BRs which are simply “the least worse” but still terrible. More than a few are shoe-horned into totally inappropriate BRs purely because of a loadout reason, like the Buc S2B at 10.7 just because it has 9Ls. Aircraft like the Su-30 premiums and F-15As are just dominating their respective BR brackets at the moment and the only solution bar moving a load of aircraft down is to decompress upwards, properly this time
Gamemode: Ground Realistic
Change: Increase max BR to 13.0 at a bare minimum
Reason: The spread of vehicles now at 12.7 is rather insane, and there is little semblance of balance anymore. They can no longer justify not adding at least 1 additional BR to top tier ground and move the strongest up to at least 13.0. This also reduces the strain on vehicles below marginally, especially those at 11.7 so that they don’t need to face the strongest vehicles in-game in an uptier.
Stock loadout changes
Change: Give all Rank VIII and IX aircraft chaff Stock
Reason: These aircraft are dictated mostly by SARH and ARH combat, and they need chaff stock in much the same way VII aircraft need flares stock. Rank IX is particularly hard-pressed due to the dominance of AESA radar which means that tactics like Terrain masking and flanking are exceptionally hard
Air RB
Vampire (all variants except FB.5)
8.0 → 7.7
The vampires are not particularly good, however these are better than the FB.5 by a large margin
Stock loadout changes
Change: All Rank VI and VII strike aircraft given Stock A2G weapons (even just a limited number of small bombs)
Reason: Many strike aircraft do exceptionally poorly in A2A combat even spaded and yet many are forced to engage in A2A combat to stock grind, without even missiles. Aircraft such as the Jaguar GR1 or Super Eternard are dependent on gunfighting when stock and this is just unacceptable. Giving them, even just a handful of small bombs or rockets would give them an alternative and make the stock grind much easier, Rank VIII strike aircraft (and possibly a few ex-Rank VIII aircraft) such as the Tornado IDS already get this, and the stock grind is way more reasonable.
To be honest it’s an expected change and not too bad. It’s better than the YS (has AA-20 and YS doesn’t, 2x 9B doesn’t matter)
Otherwise it’s the same as the YS which is at 9.3 and isn’t terrible
Stock loadout changes
Change: All Rank VII aircraft stock SARH
Reason: Rank VIII aircraft already have this and it’s highly effective in making the stock grind way less tedious. Many aircraft at Rank VII are similar if not the same BR and it’s unreasonable to expect these aircraft to stock grind with only IR missiles which are usually vastly inferior.
For example Tornado F3 at 12.0 has 2x 9Ls and 2x Skyflash DFs stock and also at 12.0 is the Phantom FGR2 with 2x Aim-9Ds stock. This is just insane imo.
Vehicle: Scimitar Mk2
Gamemode: Ground Realistic
BR Change: 8.3 —> 8.0
Reason: The Scimitar Mk2 trades mobility and smaller profile for better survivability, TVD and LRF. The LFR and Survivability increases are minimal at best relatively speaking, but the TVD does give it a notable boost in its scouting ability, but does not justify being any higher than the Fox at 8.0 currently. At 8.3 you have far more capable light vehicles such as the Warrior that also has TVD and has MILAN 2s.
Alternative Change: Add APFSDS rounds to increase the firepower of the 30mm RADEN.
That and both the normal and Sea Venom.
Or make sea venom 8.3 (at most) and give it fire steak

Vehicle: Stormer HVM
Gamemode: Ground Realistic
BR Change: 10.3 —> 9.7
Reason: The large number of nerfs recently have resulted in the Starstreaks being even harder and more unreliable to use and appear to no longer even do consistent damage vs light tanks. Let alone the lack of any ability to deal with drones (recon or strike) or aircraft flying too close (within 3km). The hittiles also fly so erratically that hitting even aircraft can sometimes be total luck. The performance no longer matches the BR, and it needs a BR drop. The Rapier at 9.7 is a more effective SPAA in all regards.
Alternative solution: Add LMM Martlet Missiles. This would allow the Stormer to engage and destroy drones and increase its effectiveness against low and fast flying aircraft that the Starstreaks struggle to deal with.
Starstreaks also need an overhaul and long standing issues, such as the missing IFF/NCTR need correcting.

Gamemode: Ground Realistic
BR Change: 11.3 —> 11.7
Additional Change: Add ALARM
Reason: The Tornado GR1 is currently missing one of its principle Air-to-Ground weapons in the form of ALARM. This goes beyond just nerfing the aircraft in ground and denying the only real counter the Tornado GR1 could have for SPAA such as the Pantsir S1, but it also nerfs and limits the Tornado GR1 within airmodes too. The reason given for denying them is so that it maintains an 11.3 BR in Ground…. Which makes absolutely no sense at all given Britain has ZERO ground vehicles at either 11.0 or 11.3. So an increase to 11.7 to gain a historically accurate and significant weapon, with zero downside is just a no brainer
If the quantity is an issue, then limit the quantity, as has been done in countless other situations and is still actively the case on a number of aircraft. At a minimum, the Tornado GR1 should get its outer pylon ALARMs, these are highly unique to the airframe and so should be the priority addition. After that I would propose the 3 on the belly, this limits what other A2G can be taken, including the Targeting pod, which largely forces the Tornado GR1 into pure SEAD with this 5x ALARM fit. Given the Tornado GR1 has a weaker Tpod than the ASSTA 1 and RET8, and still maintains the weakest engines, This should be perfectly acceptable at 11.7.
Vehicle: Tornado GR1, ASSTA1 & IDS (1995)
Gamemode: Air Simulator
BR Change: 11.7 —> 11.3
Reason: These 3 Tornado IDSs finally moved down to 11.3 to join their non-precision A2G equivalents in ARB, but failed to do so in ASB, despite having no meaningful difference in performance in that gamemode either. This is especially problematic when you consider that aircraft such as the Mig-23MLD and F-111C are both 11.3 in ASB and not 11.7 like they are in ARB. There is little justification for these Tornados to be at 11.7 even in ASB due to their guided weapons, but there is absolutely no possible reason to consider them “superior” to an aircraft such as the Mig-23MLD.
Vehicle: Tornado GR4 & Tornado IDS SLE
Gamemode: Air Realistic & Air Simulator
BR Change: 12.3 —> 12.0
Reason: The Tornado IDSs are already extremely difficult aircraft to operate successfully due to the poor gamemode design of ARB due to being a ground attack aircraft. But these 2 operate at 0.7 BR higher than the RET8, the closest equivalent, due to the fact they have IRCCM missiles instead IR missiles, this increase to me seems highly excessive, especially when aircraft such as the F-16 only experience a 0.3 increase for the same change.
At this battle rating of 12.3, the Tornado GR4/SLE are pitted against far superior aircraft in most roles, including a wall of Fox-3 missiles, whilst the Tornado does have the defensive suite to handle some of these, the sheer volume will usually overwhelm your defences and there is little you can do against a competent player in WVR at this BR either. The closest equivalent aircraft to these Tonkas is likely the Mirage F1s, which operate at 12.0 with 2x IRCCM and 2x SARH missiles, whilst the 2 aircraft have their respective strengths and weaknesses, I would consider them largely equivalent in overall performance.
A2G performance of the Tornado GR4/SLE within either gamemode is in my opinion, irrelevant for these 2 airframes, because they perform almost identically in this regard to the 7 Tornado IDS aircraft currently at 11.3/11.7. In the future, they have the potential to be more effective with the addition of MMW Brimstones, which would enable them to more efficiently destroy AI ground targets, but I can’t think of any reason why even this would have any meaningful impact on their already increased battle rating. So A2A performance should be the only thing meaningfully considered for the placement of these 2 Tornados. Specifically their IRCCM missiles.
Since The Great Compression The BR has only become even more untenable, with aircraft such as the F-15A with 4x Aim-9Ms and 4x Aim-7M at only 0.3 BR higher than the Tornado GR4/SLE and now the Mirage 2000CS-5 at the same BR.

Reason: 1) in its capabilities it’s quite weaker than M1A1 HC and all of it’s copies and should be at least a step BR lower
2) in its capabilities it’s quite similar to base T-80U and all of it’s copies and should be at least same BR.
Vehicles armed with the L44, L55/L55A1
Proposed Change: 6s → 5s
Reason:
For a while all Manually Loaded MBTs (Abrams, Ariete, Merkava, Challengers) have all 5s Reloads while Vehicles armed with the L44s and L55s all have 6s Reloads. While yes the L55 provide the highest Penetration it is nowadays more rather a redundancy than anything and any Manually Loaded MBTs (and some Autoloaded Vehicles) can outreload you on a whim and as Top Tier is primarily about who gets the first shot and reloads the fastest the Leopards arent exactly good in that front especially if you dont have a Aced Crew.
Requested change: Mig-17AS - 9.0 > 8.7
Reasoning: The plane is functionally identical to the normal Mig-17 flight performance wise, the only difference being the fact it gets 2x Aim-9B equivilents.
There is no reason for it to be the same BR as the Shenyang F-5, Cl-13B or G-91Y, all of which out perform it in different metrics.
Please consider moving this plane down to 8.7 where it belongs so it is a slight upgrade over the normal mig-17 and can be fun to play again.

completely overtiered plane that has no business being at that high of a BR currently without fox 1 especially since in 8/10 battles you face into Fox 3 capable planes. Sure the pythons are nice but that should not put it tho where it sits currently
