The Joker would have limited capability in game, as it is simply a heavier BTR-80 chassis without capable firepower in the main gun, and the exact weapon handling characteristics of the improvised SPG-9 system remain unknown.
We can know that the system is linked to the turret, but horizontal and vertical firing angles will be unknown and so the vehicles effectiveness is questionable at best.
The vehicle has no armour, lacks an effective main armament, is slow and not very manoeuvrable, and cannot be said to have an effective secondary weapons system.
Let’s not even get into the history of the vehicle, ramifications, precedents, tech trees, community reactions….
Some issues but nothing that can’t be introduced and as for the community, there will also be those who disagree etc.

it’s IR guidance missile but it have datalink and IOG ability, maybe it need radar to launch.
